		<description>Hmmmm... that&#039;s kind of like a young start up being told by a VC firm that they can&#039;t use any of the money they&#039;re giving them to offset the cost of raising the additional funds they&#039;ll need to become profitable and provide a return to the VC firm. That would never, ever fly in the business world. Sometimes it is very hard to feel that you&#039;re being set up for anything other than failure when dealing with federal funding and the restrictions placed on grant recipients.</description>
